Since joining the Housing & Development Board in 2009, Rachel has been involved in various projects that have honed her expertise in urban planning and design. She currently leads the Planning and Urban Design Department 1, under the Urban Planning Group, focusing on planning and urban design projects of the HDB towns in the East region of Singapore and Bukit Merah town. She graduated with a Master’s Degree in Architecture from the National University of Singapore. Currently, she is also a full member and is obtaining accreditation to be a certified Planner under Singapore Institute of Planners.

Rachel brings over 15 years of experience in urban planning and design to her role as a Director of the Urban Planning Group at HDB.  Her work focuses on the East region of Singapore and Bukit Merah town, where she oversees a team of planners and architects to carry out a diverse portfolio of work of varying scales, encompassing various planning and urban design projects. She also leads the master planning of new housing areas such as the Bayshore estate and the former Keppel Club golf course estate.  As the Project Director for the “Remaking Our Heartland (ROH)” programme for Bukit Merah, Pasir Ris and Bedok towns, she drives these town-wide rejuvenation projects which aim at breathing new life into these existing towns.  Rachel has also been involved in the planning & urban design aspects of several notable integrated developments, such as Punggol Waterway Point, Pasir Ris Mall, as well as the rejuvenation of the Bedok Town Centre which won the Singapore Institute of Planners (SIP) 2019 Gold Award for “Best Urban Design Project”.
